Student Bus Pass Program (SBPP)

In 2004, voters passed the Countywide Measure J sales tax which included funding for low-income students in both the West Contra Costa Unified School District (WCCUSD) and the John Swett Unified School District.

The WCCTC Board defined "low-income" as any student registered in the Free and Reduced lunch program.  Current funding allows for approximately 2,600 high school student in WCCUSD to receive either a free AC Transit monthly pass OR a 20-ride WestCAT pass.

The benefit of offering a free bus pass is that it allows low-income families to get kids to school without the barrier of transportation costs.  It is  aimed at reducing tardiness, absenteeism, and expanding opportunities for students of all incomes levels to participate in after school sports, clubs and jobs.
